Creating mailing labels

I have Windows ME and Word 2000.  I want to create mailing labels by merging an address list.  To start the process, I go to the Tools menu of the blank document, but there is no "Mail Merge" in that menu, contrary to the instructions for Word 2000.  Please advise me what I must do.

If your version of Word is part of MS Works Suite, you probably need to use
the Works main menu to initiate your merge. Otherwise, try using Word
Tools|Customize|Commands, select "All COmmands" under Categories, then
locate MailMerge... or MailMergeHelper in the list of Commands and drag it
to the Tools menu or a toolbar.
