When merging a single page form to create a multi-page final document, the
page number in the header of every page of the merged document starts at 1,
even though the total number of pages are correct. I have tried setting the
original document page format to "continue from previous section" but on the
final merged document it defaults to "start at 1". Can this be changed or is
there another way?

When you do a "Letter" merge, each Letter is in its own section.

If you change to a "Directory" (or "Catalog") merge, and add a page break at
the end of your Mail merge Main document, you should get continuous
pagination in a single section.
