I have a mail merge document that is of a 1 page document. The if i add
another space, the document will become 2 pages. I have several records that
are [Name1} and [Name 2]. Id there a way to keep the document text fixed so
that the slautaion and the letter body remain fixed, even if there is 2 names
in the record instead of just one?

If the overflow is only small or happens rarely, the best thing to do is
usually to reduce the point size of your body text (for example from 12pt to
11.5pt) and/or recover a bit of vertical space (e.g. reduce the "space
above" each paragraph, close stuff up a bit at top and bottom etc. - as long
as the end result prints OK, of course.
