I have a large mail merge project of 2200 records.  Is it possible to do the
merge and have it produce all as individual records for PDF-ing without
merging each record one at a time?

If you are using Word XP or later, the "Add-in to Merge Letters to Separate
Files" that I have written and that can be downloaded from that site will
allow you to create each letter as a separate file with a filename taken
from a field in the data source with a minimum of fuss.

The add-in can also be used to create individual .pdf files for each record
in the data source.  I am not sure that I would set it to run with all 2200
records at one time however.

I would suggest that you start with the first hundred records.  If they go
OK, then increase to two hundred, etc.
