I want a merge to add an "&" if I have two names and/or not leave a blank
field if there aren't two names.

Hi Tami,

Try coding your fields as:
{IF{MERGEFIELD SecondName}= "" "{MERGEFIELD FirstName}" "{MERGEFIELD FirstName} & {MERGEFIELD SecondName}"}
