How do I force MS word 2003 to display the Headers and Footers of documents
that contain Headers and Footers every time the document is opened without
having to Click View then Headers and Footers?

From the Tools menu, select Options and then go the View tab and check the
box for "Show white space between pages" in web and something view section
of the dialog.

Alternatively, position the mouse cursor between two pages and click when
the cursor changes to a couple of vertically opposed arrows with a tip about
showing white space.
