How do I change the data source during a merge?
I want the first part of the main document to use one data file, and the
second part of the main document to use a different data source.

You don't. It would have to be two merges using the same merge document.
Simply attach the second data source when you have completed the first one
and merge again.

Sounds like you are probably trying to perform a "multiple items per
condition (=key field)" mailmerge which Word does not really have the
ability to do:
