WORD 2000 mailmerge won't work when OS converted from 2000 to XP

I have a WORD 2000 document opened up by Access using a shell from VBA code.  
I have 2 machines running linked to a server, that use the Access 2000 and a
WORD mail merge document. One machine is XP the other is 2000.  The Mailmerge
was originally created on a 2000 machine.   The 2000 machine runs the
Mailmerge perfectly fine, but the XP opens the WORD document and it doesn't
realize that it is a mail merge for some reason.  I need to know how to make
the XP machine know it is a mail merge.  In the XP version, you can see the
fields, but there is no toolbar for mailmerge.  Yes, I did to reset menu bar.
It seems that the data source connection is having a problem, just an
educated guess.  I also tried using the convert on open check box in
tools>options>General>
