I'd say it's a printer driver issue...
If she merges to a NEW DOCUMENT, then checks the settings in
File/Page Setup, is the document set up to merge to the
correct tray? If it is, does it still print to the incorrect
one?
Note: in my experience, Word generally doesn't "like" custom
paper sizes. I've long since given up trying to define a
custom paper size (HP LJ4). Instead, I take the next closest
(largest) size then change the MARGINS so that the print
area corresponds to the paper (or envelope) I want to use.
The printer doesn't care if the paper size I'm actually
feeding it doesn't match :-)
