I would like to connect to an Access database located on a
web server to create my mail merge. Is this possible? What
would the connection string look like?

No. Mail merge requires a "traditional" data source, saved
either locally or on a network location. You'd need to copy
the data source (as a simple HTML table, or delimitd text,
probably) to the user's machine, then link to it there.
