mailmerge - nextif

I am trying to generate purchase orders using mailmerge
which reads an access 2000 database.  I'm using form
letter.
My problem is I want to have multiple records per document
i.e
Purchase order no1
item 1 and 2 must be on same email.

I tried the nextif purchase order no = purchase order no
but although I have 6 records it emails 2 orders but mixes
the orders together
