Do not want to suppress blank merge fields

I am merging fields, which sometimes are blank, into a
form.  I must maintain the exact line spacing on the
form.  How do I turn off the suppress blank lines?  I do
not want to suppress blank lines.

In Word 2000 or earlier, the option is in the MailMergeHelper under the
Merge button. In Word 2002 and later, you first have to find the
MailMergeHelper - Word Tools|Customize|Commands, select category All
Commands then locate the MailMergeHelper and drag it to a toolbar.
