I don't know for sure. I've only looked at ActiveX controls in Word briefly
as they really seem to perform badly whenever I've tried them. But my guess
is that MS intended this. Word is just acting as a container. If it contains
an ActiveX control (and you are not limited to the ActiveX controls shown in
the Control toolbox) , my guess is that the control will at least be
initialised when the document is loaded. So Word will be running code which
could do anything. So it is in fact not much different from allowing macro
code to run.
