Custom Paper Size for Labels

Does anyone know how to create a custom paper size in
which to use in a mail merge label?  I only see the base
paper sizes in the list.

Select one of the labels provided and modify it to suit.

Click on printers and faxes
Go to FILE(in the upper left corner), Go to SERVER  
PROPERTIES, Stay on FORM, Check CREATE NEW FORM, put your
size there and name it, remember to SAVE FORM and Ok it.  
When you go to print make sure you pick the form you
created by going to your print menu, in ZOOM - Scale to
paper size drop down box, pick the form you just
created.  Hope it helps.  I had a similar problem.
