Mailmerge program

Is there a program that will accept a Word mailmerge template document and csv data source as input parameters and produce a merged document as an output?  This program would need to run in a batch process. i.e. from the MS DOS commandline.

I've seen automated mailmerge program but they all require you to open word first and will not save the document automatically.  

Any help in this matter would be appreciated.

Not likely, as you need to have Word installed in order to open and use a Word mail merge template.
