printing custom labels

I've created a custom label for printing addresses from a
database.  The only problem is that it will only accept 4
labels vertically.  The labels are 1.5" x 3.9", two
columns to a page, and there is plenty of room on the
selected 8 1/2 x 11" page for more labels.  Word insists
there isn't enough room for any more.  How do I fix this
so that the rest of the labels on the page aren't wasted?

If there isn't a standard label of this size (there are hundreds
pre-defined) - then it would make sense to base your custom label on one
that is very close such as Avery 5097 which features labels 1.5" x 4" on 8.5
x 11 paper.
