Merge Fields in Hot URL?

Hello,

We are going to email out an invitation to a couple of hundred people asking
them to link to a website to take a survey. Not only do we want the URL link
to be hot within the email, but within the URL itself, we need to have a
couple of merge fields. One for UserID and the other for Password. Naturally,
these fields will be different for each user.
My questions are: is this possible and if so, how is it done?

Probably possible, but may require some pre- or post-processing with a macro
to build/insert the links.
