Can you have locked form fields and database fields in the same do

is it possible to create a form that will be locked in the 1st section, put
in something like a section break and put in merge fields to merge with a
database? Or, any other solution to this type of thing? Thanks.

No, the two features are not compatible.  You can have one or the other, but
not both.
