what are dialog or database errors in creating a new list in mail.

I keep getting an error message that says "This operation cannot be completed
because of dialog or database engine failures. Please try again later."
I've been trying for 2 weeks. I have a step by step diagram for school and
can't get by this error message. I go to tools, then letters and mailings,
then mail merge wizard,

step 1-letters
step 2-use current document
step 3-type a new list

when I hit create I get the error list.
