Auto numbering inside paragraphs

I have a court document I am going to merge.  There are Exhibits that will
be attached to the document.  I reference the exhibits inside the
paragraphs, but I may not always use all the same exhibits.  My merge
document contains paragraphs that are only there if certain conditions are
right.  I would like the document to automatically label the Exhibits in the
paragraphs.  I have tried to use listnum, but it does not work on the
paragraphs included from the if statements.

We label the Exhibits A through ? and I am not sure if there would be
another type of field I could use.  Any ideas?

example:

1.    An assignment is attached as Exhibit A.
2.    An order is attached as Exhibit B. (if there is no order, whatever the
next exhibit is would be labeled B, and so on)

Try a {SEQ } field inside and { IF (...then...Else } field.
