How to Merge 4up Label in columns.

I am trying to create labels (4 across form) that print my address block
entirely in column 1 then next record, print another address in column two
and so on.  So far each attempt has resulted in the labels being created in
rows, from left to right.  I can create a block of labels per record but
would rather have a column of labels per record.  Any ideas on how to
accomplish this?  (word 2003)

The only way that I can think of to do that would be to run the merge to a
new document and then use a macro to copy each row and insert it as many
times as required to fill up the page, then move to the next row and so on.
