How do I fix the position of text in a letter?

Addresses can have different numbers of lines.  In a mail merge how can I
ensure that the letter text does not move when there are fewer address lines.
(Will make folding much simpler.)  For information the mail merge is using
ACT! version 6 and Word 2003.

Put the address inside a single cell table with fixed cell dimensions and
without borders.
