I need to set message options, like voting buttons and request for read
receipt, when doing a mail merge from Word to Outlook. How can I do this?

Getting access to the Outlook Object library as is done in the article "Mail
Merge to E-mail with Attachments" at

http://word.mvps.org/FAQs/MailMerge/MergeWithAttachments.htm

will allow you to add the request for a read receipt and probably also the
voting buttons.

I've tried it and it worked as descriped, but I was not able to set the
receipt
or voting options.

I would suggest that you ask that question in an Outlook newsgroup.
