Mail Merge option missing from Tools menu

I'm on Office 2000 with XP
From   http://word.mvps.org/FAQs/AppErrors/MissngMenusEtc.htm
I tried the   run    winword.exe /a
It fixed it, but after I closed and reopened  Word, its missing again.
I also  tried deleting the reg key mentioned there.
That did not fix it.

Other ideas anyone ?

More info
When I did the   run    winword.exe /a
window appears with   user name of   "default"   and   Initial's of    "d"
I just clicked   OK    button twice.
Should I be entering something different ??

I think you're reading the wrong article.  Try
http://word.mvps.org/FAQs/Customization/RestoreMenuCmd.htm instead.
