How does Word 2003 send mass mailing when my isp can only handle 35 emails at
one time?  Does it use a different method?  Can I use Outlook and send 200
email newsletters and not use my internet service provider?

You may have to change you ISP.  Using Outlook will not make any difference
if it's the ISP that is the problem.

What an excellent idea - limiting the number of e-mails that can be posted.
This could be the end of spam if others were forced to follow suit :)
