I would like to use a mergefield to populate a checkbox.
If the mergefield City=1 then I want the checkbox to be
checked, if not, do not check it. Is there a way to do
this?

Yes.
Basically, create your checkbox, than right-click the
checkbox and choose format control...
Under the Control tab where it says "Cell Link" type in
the cell reference(make it absolute if necessary) or click
on the cell that you want, then click OK. As soon as you
do this the cell that it is linked to will say false. If
you type the number 1 over that word False or any other
number besides zero in that cell it will check the box. 0
will uncheck it. I'm not sure if that answers your
question about your mergefield, but it should give you an
idea on where to go from here.

Nevermind... I just finished doing something similar in
Excel and that was evidently on my head. I gave you the
answer for how to do it in Excel. Sorry... I'm not sure
how you would do it in Word... that's why I do mine in
Excel.

Somewhat indirect, but yes, you can do this :-)
Use an IF field to check the value, and have it display an
appropriate symbol (from Insert/Symbol).
Set this up:
- Insert Word Field on the mail merge toolbar
- Set up the comparison for the merge field, and type
placeholder text in the "True" and "False" boxes
- Back in the merge doc, Alt+F9 to display the field codes
- Double-click on the "True" placeholder, then choose the
symbol you want from Insert/Symbol
- Do the same for the "False" placeholder
- Alt+F9 again to hide the field codes
