I tried sending a FAX using Microsoft Word.  I used the wizard.  It tells me
it's ringing.  But my faxes never go through.  I get a message that it was
busy or couldn't go through.

I even tested it with a friend and their FAX did not ring.

What's the solution.

Does sending a fax without using Word work? There is a standalone fax
facility in Windows.

I don't know.  I never tried.   How do I try sending a FAX not using Word?

It depends on the version of Windows, but in most recent versions you should
probably try Start|Programs (or All Programs)|Accessories|Communications|Fax
and look for something like Send a Fax...
