I have a signature graphic (png file) that I want to place on a merge
letter. I want to place it on top of the existing text (overlay it).  The
signature graphic has a transparent background so it looks like a real
signature.  How can I do it so it doesn't misplace the existing text?

You need to select the "picture" and use Format>Picture and then on the
Layout tab, select Behind Text.

Signature

Hope this helps.
