Re-using Partial Sheets of Labels in Merge

Is there a way to re-use partial sheets of labels in my mail merge? I know
using Envelopes and Labels, you can choose which row and column to print a
label from. Can I specify this in the merge process?

The only way to do it is to insert the necessary number of blank records at
the top of the data source.
