I go through all the steps, I am forgetting how to "complete" the merge. I
complete the merge at the bottom, but there is one more final step. I think
there is a button at the top, but I am not seeing it.

I'm having some difficulty picturing what you describe. It would help if you
mentioned which VERSION of Word you're working with.
You're looking for a toolbar button or a link that says something along the
lines of
- Merge to new document
- Merge to printer
- "Edit individual letters"
- Print
The first two would be on a Mail merge toolbar. The last two would be in Step 6
of the mail merge wizard.
