How do I add an item to the Send-To menu under the File
heading?

there is a dir in your user profile called "SendTo"

Stick a shortcut in it.

Shortcuts in the SendTo folder are for the Explorer context menu.

There really isn't a way to modify the File/Send To menu in the Word
UI.

But I believe you can add shortcuts to the Send To folder in Windows, which
adds them to the shortcut menu.
