Tools/"Customize" is greyed out

For some inexplicable reason my Word toolbar settings have
changed and when I go to Tools/Customize or right-click on
the toolbar area, Customize, in both places "Customize" is
greyed out (i.e. not available)!!  What has happend?  Does
anybody know how I can get it back?

I have not seen this particular issue before, but it is almost certainly
caused by the issues corrected at
http://www.mvps.org/word/FAQs/AppErrors/MissingMenusEtc.htm
or http://www.gmayor.dsl.pipex.com/my_toolbars_are_missing.htm
