Ca n u tell wich Office are you useing?
did u try this one?
(Stare menu,Accessories,Microsoft Office,Save My Settings
Wizard)this will save your all personal setting try

Keyboard shortcuts can be saved in templates or documents. They will be
saved in normal.dot unless you designate some other file.
