Controls Toolbar won't go away

For some reason, every time I work with a document that
contains form fields (created using the "Forms" toolbar),
the "Controls" toolbar appears spontaneously and chooses
to go in and out of Design Mode without rhyme or reason.  

The annoyance becomes problematic when I protect a form
and save & close it - then when I reopen, it is
protected, and somehow in Design Mode (which grays out
the Protect/Unprotect menu command).

I have tried everything to get the Controls toolbox to go
away and stay away - and it will, as long as I don't open
a document containing form fields.

Any suggestions?  Let me know if I need to provide more
information.

Hi Pam

Opening in Design mode usually means that macros are disabled. If you work
with Security set to Medium you will be able to see if this is the case and
enable macros as required.

Is there a registry key I could edit that would make the control box
not come up even when macros are disabled?
