When I use the "copy" and "paste" features in Word or
Outlook, the clipboard still retains the copied item after
I have pasted it in the new document and I must manually
clear the clipboard each time.  If I recall correctly that
has not been the case when I have used it in the past.  Is
there a way to cause the clipboard to delete a copied item
automatically once it has been pasted in the new document?

Pasting never clears the Windows Clipboard. You do not recall correctly. The
Office Clipboard also can accumulate a number of items.
