Sometimes when you attempt to move formatting marks (tabs,
for example) on the horizontal ruler, you can only move in
rather large increments. Other times, however, you can
move in very small increments.
I found where I can change the measurements on the ruler,
but it still does not allow me to move in small
increments. How can I change that?

If you press Alt while dragging you can not only move them freely but also
see the exact measurements.

If you want to know the reason why occasionally the ruler snaps to
larger increments, it is due to the Drawing grid found on the Drawing
toolbar under Draw/Grid.
If you have "Snap objects to grid" turned on, when you drag a tab
along the ruler it will snap to the increment found in the Horizontal
setting.
One would think this is for drawing objects only but the grid also
applied to tables and tabs.
