The chapter heading format I use in a document is:
CHAPTER 1 (Heading Level 1 with automatic numbering)
OVERVIEW (Heading Level 2)
Currently my TOC looks like the following:
CHAPTER 1.............. 1-1
OVERVIEW .............. 1-1
However, I want the TOC to have Heading 1 and 2 on the
same line as shown below:
CHAPTER 1: OVERVIEW .............. 1-1
Any ideas?

There is no way to merge two TOC entries into a single entry, because Word
will always insert a paragraph mark between the entries and there is no
switch provided to suppress this behavior. You could try building your TOC
field from TC fields, but creating and maintaining the TC fields can be
somewhat onerous.

I would suggest a different approach:
1. Use Heading 1 for the chapter title. Create a Chapter Number style for
the "CHAPTER 1" part (you can use auto numbering to create both the CHAPTER
and the number--just follow the numbering with "(nothing).")
2. In your TOC, use TOC 1 for Heading 1 and format TOC 1 to have CHAPTER #
numbering.
