Try changing the startup folder for Outlook. On Outlook
2003, you can do this under Tools > Options: Choose the
Other tab and click Advanced Options under General and
Browse for your Contact List.

That will only change the way Outlook starts up. A better plan might be to
look in Outlook > tools > e-mail accounts and ensure there is only one
e-mail address book listed. If more, delete them all then re-add Outlook
address book.
From the address book itself you can choose tools > options and set which
contact list is displayed first.
If that doesn't fix it, ask the experts in the Outlook groups.
