Missing file on menu bar

In word 2000 the File selection is missing on the menu
bar.  Uninstalled then reinstalled same thing.  Tried to
run (winword.exe /a) that works. but I don't want to have
to go to start run and type winword.exe /a everytime I
want use word.  Also tried to delete the Data key in the
registry     (
\\hkey_current_user\software\microsoft\office\9.0
\word\data ) That didn't work.
