Can not remove toolbar when opening a series of files

I am running Office XP on a Presario 6420NX, loaded with
a gigabyte of RAM.
For some reason, the control toolbar, Exit Design Mode,
has attached itself to a series of files, similar in
appearance, when each is opened. I want to permanently
remove this toolbar at startup for all of these files.

1. I have removed the check mark in the toolbar icon.
2. Under customize, in toolbars, I have unchecked Exit
  Design Mode.

The Exit Design Mode icon disappears and returns again
when the file is reopened.

3. I have re-installed Office.
4. I have erased my hard drive and reinstalled my  
   operating system.
5. I have used files from a cd, previously opened
   without this error.

There are about 200 files affected by this problem.  
I would appreciate the help of anyone who has had this
problem, knowledge base articles, web sites and all
experts. Many thanks.
