Prevent "Reviewing" Toolbar from Appears

I have MS Word 2002 / Windows XP and use several custom
toolbars that do NOT include the Reviewing toolbar.  
However, 9 times out of 10 (or so), the Reviewing toolbar
will appear when I open MS Word.  I have to go in to
Tools-->Customize, etc. to deactivate it.  Having to do
this repeatedly is a nuisance.  Do you know what is cause
the Reviewing toolbar to activate whenever I reboot the
computer?  This also happens sometimes with MS Excel, but
now PowerPoint.
