You almost certainly have an international keyboard layout enabled. Change
it in Control Panel | Regional Options | Input Locale.

'Thanks i did have an international keyboard in the input locale. i have
changed that and restarted word. It has not changed anything i still have to
press the quotation button twice to see anything come up
