how to expand full menu without clicking or waiting

Can it be set that the full menu list is shown at
HOVERING over a menu bar item?

In Office you have to CLICK a menu item (like File) for
the menu to expand. First ONLY the recently used items
are shown. If you WAIT or click the double arrow at the
bottom the remaining items are shown.
This is very annoying. I don't want to wait and I don' t
want to have to click so much.

It *is* irritating, but can be switched off altogether to display the full
menus.
Tools > customize > options > always show full menus (you may want to put
the toolbars on separate lines from this dialog also).

Not just by hovering, no. But once you've clicked the top
level button on the menu bar you can certainly have all the
menu points display immediately:

Tools/Customize/Options. activate "Always show full menus".

Hereby I thank Graham and Cindy for their speedy reply: I
knew it was possible somehow, but those options are often
hidden. Strange the Office help file doesn't offer this
kind of info.

It does - but as with all Help information, you have to know what to search
for. Try searching help for 'personalised menus' - it's the second item.
