Grayed out buttons on tool bar and drop down

One of are users managed to gray out some buttons on the
tool bar such as undo and redo, and also some buttons are
missing in some of the drop downs.

The user can't remember how they managed it, any ideas on
how to solve this problem

You probably have a minor registry corruption. See

Undo and Redo are always dimmed when there are no actions to Undo or Redo
(and when no document is open).
