Word 2003: Borders and lines menu?

I don't have this menu...and idea why?  The help file
refers to it under the format menu, but there is nothing
there for borders.

I am trying to get rid of horizontal lines.  This is how
I came to realize the menu is missing.

The menu entry is called 'Borders & Shading'.
