IS it possible to make a template in Word with lines that
can be typed on without the line moving?? Is so, how??

I am not sure why you would need lines on a form that needs to be typed on

especially the forms tutorials by Dian Chapman that this article links to.
If you put your form fields in table cells and add a border to the bottom of
the cell, you will have lines.
