How do I insert a custom link bar?

I'm studying for the Office Specialist exam and one of the
questions ask that I creat a custom link bar and link it
to another file....can someone please enlighten me to that
fact...I'm sure I know it but i guessed it's the way the
question is phrased.....thanks

I believe this is a FrontPage feature, not a Word one.
