I can't figure out how to change the default setting for
how the text looks within the different heading levels of
the outline program.  I don't want to have to change the
font style and size everytime I use it. I did figure out
how to change the heading number/letter itself but not the
text within the headings.

Modify the heading paragraph styles used in your outline to the layout that
you require and add them to normal.dot from the format style dialog. Ensure
that you save normal.dot when prompted on closing - to make sure you are
prompted, check tools > options > save > prompt to save normal.dot.

Thanks for the help.  However, I cannot figure out how
to "add them to normal.dot from the format style dialog."
I did check the prompt to save normal template but still
don't know how to do your second step.  (I am using MS
Office Word 2003)

Somehow I am apparently missing something in the process
because I am still unable to reach my goal which is: in MS
Office Word 2003 to be able to start a document in the
outlining program by selecting one of the options in the
format/numbering galley and have it consistently give me
an outline (both headings and content)all in New Times
Roman 12 point font, no bold or italics and when I switch
to normal view (or any other for that matter)not have the
formatting of the font change.  I guess I need some step
by step help.  In previous versions of Word I was able to
achieve this goal.  Currently, I have to tolerate the
oddball multifont formats built into the standard outline
options and then before printing, reformat the whole
document into the font desired.

First of all, it isn't actually an outlining program.  It's just a view.

Second, in Outline View, you have the option of showing formatting or not
showing formatting--if you are not showing formatting, you will be typing in
a basic font in Outline View and when you switch to Normal View, you will
see the formatting settings for Heading 1, Heading 2, etc, which generally
are not just basic fonts.

Also, Outline View is not really designed to enter content in, as its
default settings apply headings.

Either show formatting while in Outline View (in my version it's an a/A
icon, click to toggle), or redefine your Heading 1, Heading 2, etc styles to
be TNR 12 with no bold or italics (kinda defeats half the purpose of heading
styles, but whatever works for you).

If you have tried to redefine a style and it isn't taking, are you in a
corporate environment where they may be controlling your Normal.dot (the
default template for new blank documents which also holds customizations)?
