Lost the Save As from the File menu

I have a user who somehow lost the "Save As" option from their list of
options when they click on File from the tool bar. I have uninstalled
office and reinstalled office to no avail. I have put a Save As short cut
on their tool bar, but I have been told to restore it back to under the File
option. It is Office 2003. HELP!!
