legal numbering and margin

I wish I knew the technical name for this, but using Word
98 I need to draw two parallel lines on the left hand
margin and add numbering to each line (single space,
numbered 1-28. This is the form legal documents are
prepared for filing in California federal court. Please
tell me what key strokes will produce this effect. Thanks.

Have you tried using the Pleading Wizard? It incorporates these features by
default. Otherwise you can create them manually by anchoring a drawing
object (the double line) and a text box (containing the line numbers) to the
header so they will repeat on every page.

Once you use the pleading wizard to prepare a pleading that meets your
needs, consider saving that as a template so you will not have to repeat the
process.
